Ryan White HIV/AIDS Program Clarification on Allowable Housing-Related Expenditures

The HIV/AIDS Bureau Policy Clarification Notice 16-02: Eligible Individuals and Allowable Uses of Funds establishes guidelines for allowable housing-related expenditures under the Ryan White HIV/AIDS Program.

The use of RWHAP funds for housing referral services and transitional, short-term or emergency housing needs are necessary to prevent homelessness and to enable a client or family to gain or maintain outpatient/ambulatory health service and treatment. Specifically, the three types of housing assistance provided through the RWHAP include transitional, short-term, or emergency assistance, and housing referral services, which are defined as providing assessment, search, placement, and advocacy services, as well as fees associated with these services.
