The American Rescue Plan (ARP) provides $5 billion through the HOME Program to the 651 State and local Participating Jurisdictions (PJs) that qualified for FY 2021 HOME funds. In collaboration with other community stakeholders, PJs can use the funding to make targeted, strategic investments in housing and other assistance for people experiencing homelessness or at imminent risk of homelessness, and other vulnerable populations.
This webinar provided an overview of eligible HOME-ARP administration and planning costs, PJ oversight responsibilities, grants management, financial management, Integrated Disbursement and Information System (IDIS), and reporting. It also reviewed using HOME-ARP funds to pay the operating expenses of Community Housing Development Organizations (CHDOs) and other nonprofit organizations that will carry out activities with HOME-ARP funds.
