These criteria and benchmark define the federal government's vision for ending chronic homelessness for individuals within communities.

The criteria and benchmark are intended to help communities build and fine-tune robust, coordinated systems to ensure that people experiencing chronic homelessness are on a path to permanent housing with tailored supportive services as quickly as possible. The criteria are designed with a focus on long-term, lasting solutions and help align local efforts in support of our vision of what it means to end homelessness, making it rare, brief, and a one-time experience.
