New VA Regulation Expands What the Grant and Per Diem Program Covers
The Department of Veterans Affairs (VA) published a proposed rule last week that allows Grant and Per Diem (GPD) Program grantees to be reimbursed for costs associated with serving minor dependents of veterans experiencing homelessness.
The new regulation could cover costs associated with child supervision, transportation, and additional case management. It implements Section 4204 of the Johnny Isakson and David P. Roe, M.D., Veterans Health Care and Benefits Improvement Act of 2020. In an effort to support grantees’ ability to provide care after the COVID-19 pandemic flexibilities end, the new regulation also increases the maximum amount that grantees can be reimbursed (up to 115% of the state home for domiciliary care rate).
The GPD program provides veterans with community-based transitional housing and supportive services.
By the end of 2022, VA plans to move 38,000 veterans experiencing homelessness into permanent housing.
