Still Serving Time: Struggling with Homelessness , Incarceration, and Re-entry in Baltimore

This study evaluates the costs of incarceration and recidivism, the connection between homelessness and incarceration, re-entry planning, and the services needed and available to people experiencing homelessness. Researchers surveyed 429 peoplein Baltimore who came out of incarceration within the last 10 years and may be currently experiencing homelessness or have had bouts of homelessness in the past.
