Criteria & Benchmarks for Communities

In 2015, USICH released criteria and benchmarks for ending veteranchronicyouth, and family homelessness. To end homelessness, a community must prevent it whenever possible or make it a rare, brief, one-time experience when it happens.

While the criteria and benchmarks still represent important goals for communities, USICH released a new federal strategic plan in 2022 that represents a roadmap for a future where no person experiences homelessness and everyone has a safe, stable, accessible, and affordable home. The 2022 plan, All In, acknowledges that there is no one-size-fits-all solution and that many of All In’s strategies still need to be tailored to be culturally appropriate and relevant for different populations and geographic areas.
