As Acting Executive Director of the U.S. Interagency Council on Homelessness, Pete Dougherty brings more than 25 years of experience working on Veterans housing and homelessness issues in both the Federal Executive and Legislative Branches.
Pete was a Professional Staff Member for the House and Senate Veterans’ Affairs Committees before joining the U.S. Department of Veterans Affairs in 1994. He has been the Director of the VA’s Homeless Programs Office since 1998. He was also asked to serve as the VA’s Acting Deputy Assistant Secretary for Intergovernmental Affairs from February 2008 to March 2009.
Pete has been the VA’s Senior Policy Group Representative to the U.S. Interagency Council on Homelessness since the Council’s revitalization in 2002. He has also served as Chair of the (VA) Secretary’s Working Group on Homelessness; Chair of the VA Deputy Secretary’s Ad Hoc Working Group on Incarcerated Veterans; the Designated Federal Official for VA’s Advisory Committee on Homeless Veterans; Member and Chair of the VA’s Secretary’s Task Force on Access and Availability of Mental Health Services, 2002-2006; VA’s Point of Contact for Faith-Based and Community Initiatives 2001-2004; and Chair of the VA Learning University’s Steering Committee 2005-2008.
He was selected into the Leadership VA class of 2000. He received the VA’s “Meritorious Service Award” in 2001 and The Jerry Washington Memorial Founders Award from the National Coalition for Homeless Veterans in 2005.
Active in community service, Pete was appointed and twice re-elected as a Magistrate Court Judge for Jefferson County WV (1977-83) and has served as President and Member of the Jefferson County Board of Education (1984-2002; 2006-2010).
He is a Member of the Board of Trustees for Davis and Elkins College; Board of Visitors for Potomac State College; Executive Committee Member for West Virginia School Boards Association; Member and Past President of the Charles Town Kiwanis Club; Past Treasurer, Jefferson County Chapter of the American Red Cross; and Member, Board of Directors Eastern Panhandle Mental Health Center. He is an active Member of Asbury United Methodist Church where he has served as Chairman of the Administrative Board, Lay Member to the Annual Conference, and Vice President of the United Methodist Men. He was named “Distinguished Citizen of the Year” in 2007 by the Shenandoah Council of the Boy Scouts of America and received the West Virginia Education Association 1998 Margaret Baldwin Friend of Education Award.
His education includes Davis and Elkins College, which awarded him their Distinguished Alumnus Award in 2005; West Virginia University; and the Federal Executive Institute.
